Narrative:

Captain's dv window locking mechanism broke on ground in inl, mn. Local maintenance personnel replaced broken bolt with unapproved bolt similar in size but not correct part. Maintenance personnel refused to sign-off on repair and captain elected to fly aircraft anyway because he had not written up discrepancy. My opinion was voiced but overruled. Flight was operated without incident to msp. In msp maintenance changed window. Although flight operated without incident I feel that any repair performed by a qualified mechanic that he/she feels is a safe repair, should be verified by a signature. If the repair is not good enough to signoff, that repair should not be considered safe.

Title: BROKEN BOLT REPLACED WITH ILLEGAL BOLT. ACR MAINT PERSONNEL REFUSE TO SIGN OFF REPAIR.

Narrative: CAPT'S DV WINDOW LOCKING MECHANISM BROKE ON GND IN INL, MN. LCL MAINT PERSONNEL REPLACED BROKEN BOLT WITH UNAPPROVED BOLT SIMILAR IN SIZE BUT NOT CORRECT PART. MAINT PERSONNEL REFUSED TO SIGN-OFF ON REPAIR AND CAPT ELECTED TO FLY ACFT ANYWAY BECAUSE HE HAD NOT WRITTEN UP DISCREPANCY. MY OPINION WAS VOICED BUT OVERRULED. FLT WAS OPERATED WITHOUT INCIDENT TO MSP. IN MSP MAINT CHANGED WINDOW. ALTHOUGH FLT OPERATED WITHOUT INCIDENT I FEEL THAT ANY REPAIR PERFORMED BY A QUALIFIED MECH THAT HE/SHE FEELS IS A SAFE REPAIR, SHOULD BE VERIFIED BY A SIGNATURE. IF THE REPAIR IS NOT GOOD ENOUGH TO SIGNOFF, THAT REPAIR SHOULD NOT BE CONSIDERED SAFE.
