Narrative:

We were cleared to land runway 27L at ord. The thresholds of runways 22L and 27L nearly intersect. As is typically the case at ord, another aircraft was cleared into position and hold runway 22L. Normally, this aircraft will be cleared for takeoff and departs before traffic landing runway 27L passes overhead. This was not the case today. The aircraft in position on runway 22L was cleared for takeoff, however, the takeoff was delayed to the point that we passed over them at approximately 100-200 ft while landing runway 27L. Maybe we should have gone around -- maybe the controller should have required the aircraft to expedite his departure or exit the runway. At the time, we were unsure as to whether this procedure was acceptable or not. A clarification would be welcome in a NASA publication.

Title: MDT LANDS OVER THE TOP OF AN ACFT IN POS FOR TKOF ON INTERSECTING RWY.

Narrative: WE WERE CLRED TO LAND RWY 27L AT ORD. THE THRESHOLDS OF RWYS 22L AND 27L NEARLY INTERSECT. AS IS TYPICALLY THE CASE AT ORD, ANOTHER ACFT WAS CLRED INTO POS AND HOLD RWY 22L. NORMALLY, THIS ACFT WILL BE CLRED FOR TKOF AND DEPARTS BEFORE TFC LNDG RWY 27L PASSES OVERHEAD. THIS WAS NOT THE CASE TODAY. THE ACFT IN POS ON RWY 22L WAS CLRED FOR TKOF, HOWEVER, THE TKOF WAS DELAYED TO THE POINT THAT WE PASSED OVER THEM AT APPROX 100-200 FT WHILE LNDG RWY 27L. MAYBE WE SHOULD HAVE GONE AROUND -- MAYBE THE CTLR SHOULD HAVE REQUIRED THE ACFT TO EXPEDITE HIS DEP OR EXIT THE RWY. AT THE TIME, WE WERE UNSURE AS TO WHETHER THIS PROC WAS ACCEPTABLE OR NOT. A CLARIFICATION WOULD BE WELCOME IN A NASA PUB.
