Narrative:

After putting my aircraft through the pretkof checklist, I scanned the traffic pattern for conflicting traffic while monitoring the radio frequency for any unseen traffic. I saw and heard no traffic which would conflict with my departure, so I made the radio call that stated 'akron fulton, traffic departing runway 25.' before proceeding to the runway, I listened for other traffic as well as looking down final for traffic. I saw and heard no traffic again, so I rolled out to the runway for takeoff, rolled down the runway, rotated and started to climb when I saw a mooney aircraft going around on the north runway. Later, contact with the other pilot found that they, too, were making radio calls which my radio, although set up with the proper frequency and adjusted for my head phones properly, did not pick up. The other pilot then stated the wind was out of the north. However, I had just landed 25 mins prior with a wind favoring runway 25 which other traffic was also using. I stated my radios were transmitting intermittently on the weak side, but I had no problem with receiving. The other pilot said he heard my xmissions just fine, but made no corrective action with his landing approach until I was already airborne. I did not receive or request a radio check prior to taxi since I had just arrived 25 mins prior and all was ok then. In the future, I will be more vigilant in getting radio checks.

Title: A C172 PLT ON TKOF, HAD AN NMAC WITH ANOTHER ACFT LNDG ON AN INTERSECTING RWY AT KAKR, A NON TWR ARPT.

Narrative: AFTER PUTTING MY ACFT THROUGH THE PRETKOF CHKLIST, I SCANNED THE TFC PATTERN FOR CONFLICTING TFC WHILE MONITORING THE RADIO FREQ FOR ANY UNSEEN TFC. BEFORE PROCEEDING TO THE RWY, I LISTENED FOR OTHER TFC AS WELL AS LOOKING DOWN FINAL FOR TFC. I SAW AND HEARD NO TFC AGAIN, SO I ROLLED OUT TO THE RWY FOR TKOF, ROLLED DOWN THE RWY, ROTATED AND STARTED TO CLB WHEN I SAW A MOONEY ACFT GOING AROUND ON THE N RWY. LATER, CONTACT WITH THE OTHER PLT FOUND THAT THEY, TOO, WERE MAKING RADIO CALLS WHICH MY RADIO, ALTHOUGH SET UP WITH THE PROPER FREQ AND ADJUSTED FOR MY HEAD PHONES PROPERLY, DID NOT PICK UP. THE OTHER PLT THEN STATED THE WIND WAS OUT OF THE N. HOWEVER, I HAD JUST LANDED 25 MINS PRIOR WITH A WIND FAVORING RWY 25 WHICH OTHER TFC WAS ALSO USING.
