Narrative:

Very busy traffic at level 1 VFR/non-radar tower, two controllers working three positions. I was working one position (local) with numerous arrs and departures on runway 29, and arrs on runway 25. I was using intersecting runway sep (7110.65 para 3-123) with small aircraft X landing runway 25 to hold short of runway 29. Atx Y departing runway 29, small aircraft X at the 2000' mark (runway 25) decided to go around. I instructed X to 'make a right turn now, parallel runway 29 now,' X fortunately did as instructed. The aircraft met at the intersection of runways, 400 lateral, 0 feet vertical. X on initial contact advised he was a 'student pilot,' but followed instructions very well. I didn't know, however, what to expect with his lndgs. I shouldn't have tried it and probably wouldn't try it again.

I WAS USING INTERSECTING RWY SEP (7110.65 PARA 3-123) WITH SMA X LNDG RWY 25 TO HOLD SHORT OF RWY 29. ATX Y DEPARTING RWY 29, SMA X AT THE 2000' MARK (RWY 25) DECIDED TO GO AROUND. I INSTRUCTED X TO 'MAKE A RIGHT TURN NOW, PARALLEL RWY 29 NOW,' X FORTUNATELY DID AS INSTRUCTED. THE ACFT MET AT THE INTERSECTION OF RWYS, 400 LATERAL, 0 FEET VERTICAL. X ON INITIAL CONTACT ADVISED HE WAS A 'STUDENT PLT,' BUT FOLLOWED INSTRUCTIONS VERY WELL. I DIDN'T KNOW, HOWEVER, WHAT TO EXPECT WITH HIS LNDGS. I SHOULDN'T HAVE TRIED IT AND PROBABLY WOULDN'T TRY IT AGAIN.
