Narrative:
I had a C172 X landing runway 33 and a C152 Y landing runway 28. 7110.65 required C152 to be past runway 33 prior to C172 crossing runway 33 threshold. From my perspective,this appeared to be the case. Pilot of C172 claims the C152 was over him as he crossed the threshold. I normally issue traffic, but for some unknown (to me) reason, this time I failed to do so. This was poor judgement.

Title: ACFT Y LNDG INTXN RWY OVERFLY ACFT X AND HAD LTSS NMAC.
Narrative: I HAD A C172 X LNDG RWY 33 AND A C152 Y LNDG RWY 28. 7110.65 REQUIRED C152 TO BE PAST RWY 33 PRIOR TO C172 XING RWY 33 THRESHOLD. FROM MY PERSPECTIVE,THIS APPEARED TO BE THE CASE. PLT OF C172 CLAIMS THE C152 WAS OVER HIM AS HE CROSSED THE THRESHOLD. I NORMALLY ISSUE TFC, BUT FOR SOME UNKNOWN (TO ME) REASON, THIS TIME I FAILED TO DO SO. THIS WAS POOR JUDGEMENT.
