Narrative:
At approximately XA39Z, while level at FL280, ATC cleared us to climb to FL310. Shortly after starting climb (approximately FL283), we got a TCASII TA followed by an RA from what appeared to be an air carrier flight who appeared to be descending out of FL290. We initiated RA action by descending to approximately FL280 while they responded by climbing. Estimated separation appeared to be approximately 3 mi and 300 ft vertically. Supplemental information from acn 543881: our approximately position was 50 mi northeast of draik intersection sebound on the airway.

Narrative: AT APPROX XA39Z, WHILE LEVEL AT FL280, ATC CLRED US TO CLB TO FL310.
