Narrative:
An air carrier X came very close to a C172 due to lack of positive control. Had the aircraft been sequenced and separated. This would not have occurred. Airspace is very congested, yet no control.

Narrative: AN AIR CARRIER X CAME VERY CLOSE TO A C172 DUE TO LACK OF POSITIVE CTL. HAD THE ACFT BEEN SEQUENCED AND SEPARATED. THIS WOULD NOT HAVE OCCURRED. AIRSPACE IS VERY CONGESTED, YET NO CTL.
