Narrative:

Air carrier X was on an ILS approach to runway 36R. The WX was IFR, 500 ft broken, visibility 1 5/8 mi, simultaneous ILS approachs were in progress. Air carrier X reported, at 2 NM from the runway, that he was going around. When questioned why he was going around, he said that a TCASII alert had been received. At the time of the go around there wasn't any traffic ahead or beside air carrier X. It is my belief that TCASII should not be used during such a critical phase of flight. Fortunately, there wasn't any other aircraft involved.

Title: ACR X TCASII RA ON 2 MI FINAL IN IMC EXECUTED GAR. GHOST TARGET.

Narrative: ACR X WAS ON AN ILS APCH TO RWY 36R. THE WX WAS IFR, 500 FT BROKEN, VISIBILITY 1 5/8 MI, SIMULTANEOUS ILS APCHS WERE IN PROGRESS. ACR X RPTED, AT 2 NM FROM THE RWY, THAT HE WAS GOING AROUND. WHEN QUESTIONED WHY HE WAS GOING AROUND, HE SAID THAT A TCASII ALERT HAD BEEN RECEIVED. AT THE TIME OF THE GAR THERE WASN'T ANY TFC AHEAD OR BESIDE ACR X. IT IS MY BELIEF THAT TCASII SHOULD NOT BE USED DURING SUCH A CRITICAL PHASE OF FLT. FORTUNATELY, THERE WASN'T ANY OTHER ACFT INVOLVED.
