Narrative:
The approach control and tower were running simultaneous IFR approachs (X) ILS 33 (Y) VOR DME 3 to intersecting runways in IFR (marginal 7 overcast 7) conditions. Air carrier X was instructed several times to reduce to our minimum approach speed (which we advised we were at, 130 KIAS). When we broke out below the 700 ft AGL ceiling I observed the westwind on short final to runway 3. It appeared that we would meet at the intersection. On short final (1/2 mi) I asked the tower if the aircraft was going to hold short of our runway. The westwind, now on the runway, was instructed to hold short of runway 33. I observed several puffs of tire smoke as he used maximum effort to stop. On very short final I determined that he would hold short of my runway and completed my landing. I contacted the facility supervisor and was advised that no supervisor was in the tower due to the FAA's budget and staffing problems. He said he would pull the tapes and review the incident.

Narrative: THE APCH CTL AND TWR WERE RUNNING SIMULTANEOUS IFR APCHS (X) ILS 33 (Y) VOR DME 3 TO INTERSECTING RWYS IN IFR (MARGINAL 7 OVCST 7) CONDITIONS. ACR X WAS INSTRUCTED SEVERAL TIMES TO REDUCE TO OUR MINIMUM APCH SPD (WHICH WE ADVISED WE WERE AT, 130 KIAS). I OBSERVED SEVERAL PUFFS OF TIRE SMOKE AS HE USED MAX EFFORT TO STOP. ON VERY SHORT FINAL I DETERMINED THAT HE WOULD HOLD SHORT OF MY RWY AND COMPLETED MY LNDG.
