Narrative:
After some initial confusion at the gate concerning the removal of non revenue and/or standby passenger, we departed 22 mins late. The flight progressed normally. After landing, the crew proceeded to board the hotel van where all the flight attendants immediately started complaining about the agent supervisor in bwi putting on 2 non revenue passenger with no seats available in the aircraft and that the captain had approved it. Needless to say, this came as a complete surprise. At no time were either of us aware of any people being put onto the aircraft without seats. Sometime during the boarding process, one of the flight attendants presented a flight attendant jumpseat form and informed the captain that a flight attendant would be occupying the jumpseat. She reappeared a short time later with a cockpit jumpseat request and identify card of an air carrier pilot. He was given permission to ride. The air carrier pilot acknowledged that the gate agent was in the process of pulling standbys or non revenues. The agent came to the cockpit and said he had to pull some non revenues. At some point, someone mentioned that some non revenue through passenger were being pulled for other non revenue passenger. The agent came back and said we were ready. The captain asked if we were full and was told we were. Clearance to push from the gate was received, but the lead flight attendant had not advised that the cabin was seated with equipment stowed. The lead flight attendant asked the captain if he knew what was going on. He replied that he knew we were full and ready to push. After having witnessed some non revenue agent confrontations in the past, this seemed to be a very appropriate answer. The flight attendant left, we pushed from the gate and departed for tpa. During the flight, refreshments were offered to us in the cockpit. There was no indication of any problem until in the hotel van after the flight. Supplemental information from acn 273094: I learned that 2 nrsa passenger had sat in non approved seats and that the flight attendants were told by the agent I had approved this type of activity. The agent most likely latched on a joking statement for his actions.

Title: AN ACR MLG FLEW WITH NRSA PAX IN UNAUTH SEATS.
Narrative: AFTER SOME INITIAL CONFUSION AT THE GATE CONCERNING THE REMOVAL OF NON REVENUE AND/OR STANDBY PAX, WE DEPARTED 22 MINS LATE. THE FLT PROGRESSED NORMALLY. AFTER LNDG, THE CREW PROCEEDED TO BOARD THE HOTEL VAN WHERE ALL THE FLT ATTENDANTS IMMEDIATELY STARTED COMPLAINING ABOUT THE AGENT SUPVR IN BWI PUTTING ON 2 NON REVENUE PAX WITH NO SEATS AVAILABLE IN THE ACFT AND THAT THE CAPT HAD APPROVED IT. NEEDLESS TO SAY, THIS CAME AS A COMPLETE SURPRISE. AT NO TIME WERE EITHER OF US AWARE OF ANY PEOPLE BEING PUT ONTO THE ACFT WITHOUT SEATS. SOMETIME DURING THE BOARDING PROCESS, ONE OF THE FLT ATTENDANTS PRESENTED A FLT ATTENDANT JUMPSEAT FORM AND INFORMED THE CAPT THAT A FLT ATTENDANT WOULD BE OCCUPYING THE JUMPSEAT. SHE REAPPEARED A SHORT TIME LATER WITH A COCKPIT JUMPSEAT REQUEST AND IDENT CARD OF AN ACR PLT. HE WAS GIVEN PERMISSION TO RIDE. THE ACR PLT ACKNOWLEDGED THAT THE GATE AGENT WAS IN THE PROCESS OF PULLING STANDBYS OR NON REVENUES. THE AGENT CAME TO THE COCKPIT AND SAID HE HAD TO PULL SOME NON REVENUES. AT SOME POINT, SOMEONE MENTIONED THAT SOME NON REVENUE THROUGH PAX WERE BEING PULLED FOR OTHER NON REVENUE PAX. THE AGENT CAME BACK AND SAID WE WERE READY. THE CAPT ASKED IF WE WERE FULL AND WAS TOLD WE WERE. CLRNC TO PUSH FROM THE GATE WAS RECEIVED, BUT THE LEAD FLT ATTENDANT HAD NOT ADVISED THAT THE CABIN WAS SEATED WITH EQUIP STOWED. THE LEAD FLT ATTENDANT ASKED THE CAPT IF HE KNEW WHAT WAS GOING ON. HE REPLIED THAT HE KNEW WE WERE FULL AND READY TO PUSH. AFTER HAVING WITNESSED SOME NON REVENUE AGENT CONFRONTATIONS IN THE PAST, THIS SEEMED TO BE A VERY APPROPRIATE ANSWER. THE FLT ATTENDANT LEFT, WE PUSHED FROM THE GATE AND DEPARTED FOR TPA. DURING THE FLT, REFRESHMENTS WERE OFFERED TO US IN THE COCKPIT. THERE WAS NO INDICATION OF ANY PROB UNTIL IN THE HOTEL VAN AFTER THE FLT. SUPPLEMENTAL INFO FROM ACN 273094: I LEARNED THAT 2 NRSA PAX HAD SAT IN NON APPROVED SEATS AND THAT THE FLT ATTENDANTS WERE TOLD BY THE AGENT I HAD APPROVED THIS TYPE OF ACTIVITY. THE AGENT MOST LIKELY LATCHED ON A JOKING STATEMENT FOR HIS ACTIONS.
