Narrative:
Bwi arrs were deviating into a holding aircraft cpr X. X was turning and descended to FL220 an available altitude in the holding space. The bwi arrival was turned and missed by approximately 6 mi. X was climbed back to FL230 to avoid traffic deviating into the holding pattern from the south. Air carrier Y in the holding pattern at FL230 could not stay at the fix due to WX building was vectored out of the airspace and descended to FL210 to avoid X and a deviating from the south at FL220. Other control actions were taking place with aircraft deviating from pit into my airspace and the bwi arrival was vectored again to avoid a deal then X or Y passed with not enough space.

Title: ACR DSCNT THROUGH OCCUPIED ALT HAD LTSS FROM CPR X. SYS ERROR.
Narrative: BWI ARRS WERE DEVIATING INTO A HOLDING ACFT CPR X. X WAS TURNING AND DSNDED TO FL220 AN AVAILABLE ALT IN THE HOLDING SPACE. THE BWI ARR WAS TURNED AND MISSED BY APPROX 6 MI. X WAS CLBED BACK TO FL230 TO AVOID TFC DEVIATING INTO THE HOLDING PATTERN FROM THE S. ACR Y IN THE HOLDING PATTERN AT FL230 COULD NOT STAY AT THE FIX DUE TO WX BUILDING WAS VECTORED OUT OF THE AIRSPACE AND DSNDED TO FL210 TO AVOID X AND A DEVIATING FROM THE S AT FL220. OTHER CTL ACTIONS WERE TAKING PLACE WITH ACFT DEVIATING FROM PIT INTO MY AIRSPACE AND THE BWI ARR WAS VECTORED AGAIN TO AVOID A DEAL THEN X OR Y PASSED WITH NOT ENOUGH SPACE.
