Narrative:
Flight cleared for VOR 13R approach. When on approach, told by approach that both runways 13 were being closed. Instructed to make a visual approach to runway 22R, fly close in traffic. I proceeded to set up for left traffic for runway 22R. Advised jfk tower that we were going to fly left traffic. They responded with 'ok, clear to land runway 22R.' as the flight entered a left downwind jfk tower called out traffic a 'dc-9 at 12 O'clock and 5 mi. Advise traffic in sight.' TCASII RA warning went off and I turned the aircraft away from the dc-9 and started a descent. The dc-9 went around. I turned back in to land. This is a classic example of ass-U-ming' by approach and myself that the other party is aware of what the other is thinking. Supplemental information from acn 276909: air carrier X, a SHD6, inbound to jfk from the southwest, was given vectors to a VOR approach runway 13L. Jfk was VOR/DME runway 22L and departure runway 22R with runway 13R/31L closed. More than 20 mi out, port of new york closed runway 13L/31R. Approach control was advised. Air carrier X was vectored north of airport for right traffic runway 22R. When air carrier X flight was just north of airport, the aircraft turned sebound and overflew runway 13R at 1300 ft and called the tower midfield runway 13R to enter downwind for runway 22R. At this point I knew there was no way the SHD6 could enter a right downwind and instructed them to enter a left downwind for runway 22R traffic on a 5 mi final for runway 22L, a dc-9 (air carrier Y), advised traffic in sight, and expect to pass behind that traffic. Air carrier X acknowledged. I also advised air carrier Y of SHD6 on left downwind and would pass behind him. Air carrier X turned base in front of air carrier Y. Air carrier Y had to be pulled out. After landing air carrier X advised that approach control never assigned them a right downwind so he set himself up for a left downwind. Approach advised they told him after runway 13L was closed, the vectors were for right downwind runway 22R.

Narrative: FLT CLRED FOR VOR 13R APCH. WHEN ON APCH, TOLD BY APCH THAT BOTH RWYS 13 WERE BEING CLOSED. INSTRUCTED TO MAKE A VISUAL APCH TO RWY 22R, FLY CLOSE IN TFC. SUPPLEMENTAL INFO FROM ACN 276909: ACR X, A SHD6, INBOUND TO JFK FROM THE SW, WAS GIVEN VECTORS TO A VOR APCH RWY 13L. JFK WAS VOR/DME RWY 22L AND DEP RWY 22R WITH RWY 13R/31L CLOSED. MORE THAN 20 MI OUT, PORT OF NEW YORK CLOSED RWY 13L/31R. APCH CTL WAS ADVISED. ACR X WAS VECTORED N OF ARPT FOR R TFC RWY 22R. WHEN ACR X FLT WAS JUST N OF ARPT, THE ACFT TURNED SEBOUND AND OVERFLEW RWY 13R AT 1300 FT AND CALLED THE TWR MIDFIELD RWY 13R TO ENTER DOWNWIND FOR RWY 22R. AT THIS POINT I KNEW THERE WAS NO WAY THE SHD6 COULD ENTER A R DOWNWIND AND INSTRUCTED THEM TO ENTER A L DOWNWIND FOR RWY 22R TFC ON A 5 MI FINAL FOR RWY 22L, A DC-9 (ACR Y), ADVISED TFC IN SIGHT, AND EXPECT TO PASS BEHIND THAT TFC. ACR X ACKNOWLEDGED. I ALSO ADVISED ACR Y OF SHD6 ON L DOWNWIND AND WOULD PASS BEHIND HIM. ACR X TURNED BASE IN FRONT OF ACR Y. ACR Y HAD TO BE PULLED OUT. AFTER LNDG ACR X ADVISED THAT APCH CTL NEVER ASSIGNED THEM A R DOWNWIND SO HE SET HIMSELF UP FOR A L DOWNWIND. APCH ADVISED THEY TOLD HIM AFTER RWY 13L WAS CLOSED, THE VECTORS WERE FOR R DOWNWIND RWY 22R.
