Narrative:
Airline flight msy-dtw. After takeoff from msy, cleared by msy departure to climb on course to 15000 ft. Climbing through 13000 ft told to contact ZHU 133.5. I contacted hou and said 'flight leaving 14000 ft for 15000 ft.' (we were climbing at 2000 FPM.) center responded 'maintain 14000 ft.' I looked at the first officer who was flying. He immediately lowered the nose, leveling at 14500 ft and immediately descended to 14000 ft. No response from center. I asked center why the 14000 ft restr and he simply replied 'traffic.' I asked him where the traffic was and he said '3 mi behind you and at 15000 ft' he said nothing about us being too close and no indication on our TCASII but I was concerned about our actual separation. There was no way we could have physically leveled off when he told us to.

Narrative: AIRLINE FLT MSY-DTW. AFTER TKOF FROM MSY, CLRED BY MSY DEP TO CLB ON COURSE TO 15000 FT. CLBING THROUGH 13000 FT TOLD TO CONTACT ZHU 133.5. I CONTACTED HOU AND SAID 'FLT LEAVING 14000 FT FOR 15000 FT.' (WE WERE CLBING AT 2000 FPM.) CTR RESPONDED 'MAINTAIN 14000 FT.' I LOOKED AT THE FO WHO WAS FLYING. HE IMMEDIATELY LOWERED THE NOSE, LEVELING AT 14500 FT AND IMMEDIATELY DSNDED TO 14000 FT. NO RESPONSE FROM CTR. I ASKED CTR WHY THE 14000 FT RESTR AND HE SIMPLY REPLIED 'TFC.' I ASKED HIM WHERE THE TFC WAS AND HE SAID '3 MI BEHIND YOU AND AT 15000 FT' HE SAID NOTHING ABOUT US BEING TOO CLOSE AND NO INDICATION ON OUR TCASII BUT I WAS CONCERNED ABOUT OUR ACTUAL SEPARATION.
