Narrative:
Flight XXX, bwi direct clt. After an intermediate leveloff at FL230 we were talking to ZDC on 121.67. We were given a climb to FL290 by controller. Both 'call sign' and 'cleared to FL290' was read back. After leveloff at FL290 we were given frequency change for ZDC on 133.72. When checking in I stated 'call sign, level FL290.' new controller questioned what altitude we were cleared to and then told us to descend to FL280. First officer and I are sure of our clearance to FL290 and of my subsequent readback of same. Controller said there was no conflict and no problem. We suggested checking with previous controller and were told he was on break. Our suggestion to check tapes was answered with 'that's not necessary since there was no conflict' and 'that would initiate an official investigation.'

NEW CTLR QUESTIONED WHAT ALT WE WERE CLRED TO AND THEN TOLD US TO DSND TO FL280. FO AND I ARE SURE OF OUR CLRNC TO FL290 AND OF MY SUBSEQUENT READBACK OF SAME. CTLR SAID THERE WAS NO CONFLICT AND NO PROB. WE SUGGESTED CHKING WITH PREVIOUS CTLR AND WERE TOLD HE WAS ON BREAK.
