Narrative:
Air carrier X FL310 at .80 mach proceeding to 58n10w encountered air carrier Y FL310 proceeding to 56n10w with closest point of approach being within 2.5 mi arc on TCASII. No RA was activated. First officer noticed aircraft pass from right cockpit side across nose in approximately 6 seconds. Air carrier X hit proceeding aircraft's wake with no significant effect. No navigation errors were noted by air carrier X. Suspect ATC error. Satellite data link position updates could alleviate problem. Final note: if air carrier X had been approximately 10 seconds earlier, we all would have had a crummy afternoon.
