Narrative:
On departure from sna, we had past bhose intersection on the back bay 2 departure and were on a heading direct to hemet intersection. We had been cleared to FL230 and were climbing through 10500 ft at 1500-2000 FPM. Coast approach then handed us off to ZLA. We received a TA on TCASII for traffic 2200 ft above and slightly to our left, at 3 mi. We then received a TCASII RA to reduce climb to 0-200 FPM. We complied and after received the aural 'clear of conflict.' we queried ZLA about the traffic conflict. They stated that they had no idea of any traffic since we were still in coast approach airspace. We asked why we had been handed off, if we were still in coast approach airspace and ZLA stated that they had no idea, that they have no control over when an aircraft is handed off. It appears that a handoff occurred with a potential conflict in positive radar control environment.

Title: FLC OF AN MLG REDUCE CLB RATE IN RESPONSE TO A TCASII RA.
Narrative: ON DEP FROM SNA, WE HAD PAST BHOSE INTXN ON THE BACK BAY 2 DEP AND WERE ON A HDG DIRECT TO HEMET INTXN. WE HAD BEEN CLRED TO FL230 AND WERE CLBING THROUGH 10500 FT AT 1500-2000 FPM. COAST APCH THEN HANDED US OFF TO ZLA. WE RECEIVED A TA ON TCASII FOR TFC 2200 FT ABOVE AND SLIGHTLY TO OUR L, AT 3 MI. WE THEN RECEIVED A TCASII RA TO REDUCE CLB TO 0-200 FPM. WE COMPLIED AND AFTER RECEIVED THE AURAL 'CLR OF CONFLICT.' WE QUERIED ZLA ABOUT THE TFC CONFLICT. THEY STATED THAT THEY HAD NO IDEA OF ANY TFC SINCE WE WERE STILL IN COAST APCH AIRSPACE. WE ASKED WHY WE HAD BEEN HANDED OFF, IF WE WERE STILL IN COAST APCH AIRSPACE AND ZLA STATED THAT THEY HAD NO IDEA, THAT THEY HAVE NO CTL OVER WHEN AN ACFT IS HANDED OFF. IT APPEARS THAT A HDOF OCCURRED WITH A POTENTIAL CONFLICT IN POSITIVE RADAR CTL ENVIRONMENT.
