Narrative:

On aug/xx/94 our local control frequency 118.3 backup transmitter was reported to maintenance as OTS. On aug/yy/94 maintenance personnel returned 118.3 backup transmitter to service. This morning, aug/zz/94, we had 3 aircraft who could not understand the controller on 118.3 main. When the controller changed to the standby transmitter it was dead. We have problems with the tower frequencys, that on occasion, have a significant impact on safety, yet they never seem to fix the problem. Callback conversation with reporter revealed the following information: reporter stated FAA maintenance cannot seem to keep the backup frequency 118.3 working. This problem is on-going. Reporter stated the frequency was OTS for the last 2 days. Ucr has been filed.

Narrative: ON AUG/XX/94 OUR LCL CTL FREQ 118.3 BACKUP XMITTER WAS RPTED TO MAINT AS OTS. ON AUG/YY/94 MAINT PERSONNEL RETURNED 118.3 BACKUP XMITTER TO SVC. THIS MORNING, AUG/ZZ/94, WE HAD 3 ACFT WHO COULD NOT UNDERSTAND THE CTLR ON 118.3 MAIN. WHEN THE CTLR CHANGED TO THE STANDBY XMITTER IT WAS DEAD. WE HAVE PROBS WITH THE TWR FREQS, THAT ON OCCASION, HAVE A SIGNIFICANT IMPACT ON SAFETY, YET THEY NEVER SEEM TO FIX THE PROB. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED FAA MAINT CANNOT SEEM TO KEEP THE BACKUP FREQ 118.3 WORKING. THIS PROB IS ON-GOING. RPTR STATED THE FREQ WAS OTS FOR THE LAST 2 DAYS. UCR HAS BEEN FILED.
