Narrative:
I left runway 42J keystone airpark on aug/xx/94 to herlong airport near jax fla. Jax approach released me 4 mi northwest of herlong. From 2500 ft the descent over herlong was to go around 2 times to reach 1000 ft AGL, I called for herlong traffic, I received no answer. I reported downwind, I reported base (long and wide). I reported 2 mi final for runway 25. I had noted a cessna 150 on the end of the run-up area. I landed long. I went over the hill of the runway about 100 yards or so. I did not go all the way to end. I turned around to back taxi and got as far off the runway as I safely could. I then stopped. I called on the radio to the C-150 to go ahead and take off that I would wait on him. The response that I received was an okay. I sat there for about 5 mins and waited. When I didn't hear anything I started to back taxi up the runway on the far right side. I was taxiing very slowly. As I'm taxiing, I hear the 150 reporter takeoff. I moved my plane farther off the runway and stopped. I was about to announce to the C-150 that I was still on the runway when I heard someone on the radio yelling '150 aircraft on runway abort! Abort! Abort!' in a panicky voice. I saw the wings of the C-150 as he topped the hill, I saw that his nose was up and was rotating for takeoff. The C-150 was approximately 200 yards from me. The 150 proceeded to let off the power, and come down on the far left side of the runway. Had the 150 continued with his takeoff he would have been safely airborne and over me. I announced on the radio, 'boy, that was really silly.' as I proceeded to taxi up the runway and passed the FBO. Someone came on the radio and told me to come to the FBO that he wanted to talk to me. I replied, I didn't need to talk to anyone. He replied more forcefully that I had to come back to the FBO. There was an interchange of rudeness. By that time I was really frustrated about the whole situation. I stopped and picked up my passenger and started taxiing back out to the runway. As I was taxiing out a black jeep pulls in front of my right wing, blocking my path creating a dangerous situation. I had to pull up on my brake (plane has a hand braking system), which does not stop very quickly and almost ran into the jeep. The person then got out of his jeep and approached the right wing of my plane, yelling at me. I couldn't hear what he was saying because of the noise of my engine. I idled back the engine to hear what he had to say. I can't remember what he said except that he was going to file an incident report on me. I told him to do what he needed to do. I do know I used some curse words and threats. After returning to my home base I was told that (an FAA inspector) from the jacksonville FSDO had called. I called inspector and talked to him about what had happened. I then called airport manager and talked to him about what occurred at herlong. I apologized to him for losing my temper and cursing. He told me he was going to file a report. As I found out later, the person who yelled on the unicom to abort was a lineboy who was on the other side of the hill and around 400-500 yards away. In my opinion, he should not have made that decision for the 150. The c- 150 had plenty of space to continue his takeoff. I saw him and had moved over to let him pass I just couldn't get on the radio fast enough to communication with him. I also feel that the man in the jeep should not have pulled in front of my plane which was moving. That action right there could have been a disaster.

Title: ARPT MGR TRIED TO BLOCK SMA SEL ACFT FROM TAXIING OUT FOR TKOF SO AS TO DISCUSS WITH THE PLT A PREVIOUS GND CONFLICT.
Narrative: I LEFT RWY 42J KEYSTONE AIRPARK ON AUG/XX/94 TO HERLONG ARPT NEAR JAX FLA. JAX APCH RELEASED ME 4 MI NW OF HERLONG. FROM 2500 FT THE DSCNT OVER HERLONG WAS TO GAR 2 TIMES TO REACH 1000 FT AGL, I CALLED FOR HERLONG TFC, I RECEIVED NO ANSWER. I RPTED DOWNWIND, I RPTED BASE (LONG AND WIDE). I RPTED 2 MI FINAL FOR RWY 25. I HAD NOTED A CESSNA 150 ON THE END OF THE RUN-UP AREA. I LANDED LONG. I WENT OVER THE HILL OF THE RWY ABOUT 100 YARDS OR SO. I DID NOT GO ALL THE WAY TO END. I TURNED AROUND TO BACK TAXI AND GOT AS FAR OFF THE RWY AS I SAFELY COULD. I THEN STOPPED. I CALLED ON THE RADIO TO THE C-150 TO GO AHEAD AND TAKE OFF THAT I WOULD WAIT ON HIM. THE RESPONSE THAT I RECEIVED WAS AN OKAY. I SAT THERE FOR ABOUT 5 MINS AND WAITED. WHEN I DIDN'T HEAR ANYTHING I STARTED TO BACK TAXI UP THE RWY ON THE FAR R SIDE. I WAS TAXIING VERY SLOWLY. AS I'M TAXIING, I HEAR THE 150 RPTR TKOF. I MOVED MY PLANE FARTHER OFF THE RWY AND STOPPED. I WAS ABOUT TO ANNOUNCE TO THE C-150 THAT I WAS STILL ON THE RWY WHEN I HEARD SOMEONE ON THE RADIO YELLING '150 ACFT ON RWY ABORT! ABORT! ABORT!' IN A PANICKY VOICE. I SAW THE WINGS OF THE C-150 AS HE TOPPED THE HILL, I SAW THAT HIS NOSE WAS UP AND WAS ROTATING FOR TKOF. THE C-150 WAS APPROX 200 YARDS FROM ME. THE 150 PROCEEDED TO LET OFF THE PWR, AND COME DOWN ON THE FAR L SIDE OF THE RWY. HAD THE 150 CONTINUED WITH HIS TKOF HE WOULD HAVE BEEN SAFELY AIRBORNE AND OVER ME. I ANNOUNCED ON THE RADIO, 'BOY, THAT WAS REALLY SILLY.' AS I PROCEEDED TO TAXI UP THE RWY AND PASSED THE FBO. SOMEONE CAME ON THE RADIO AND TOLD ME TO COME TO THE FBO THAT HE WANTED TO TALK TO ME. I REPLIED, I DIDN'T NEED TO TALK TO ANYONE. HE REPLIED MORE FORCEFULLY THAT I HAD TO COME BACK TO THE FBO. THERE WAS AN INTERCHANGE OF RUDENESS. BY THAT TIME I WAS REALLY FRUSTRATED ABOUT THE WHOLE SIT. I STOPPED AND PICKED UP MY PAX AND STARTED TAXIING BACK OUT TO THE RWY. I DO KNOW I USED SOME CURSE WORDS AND THREATS. AFTER RETURNING TO MY HOME BASE I WAS TOLD THAT (AN FAA INSPECTOR) FROM THE JACKSONVILLE FSDO HAD CALLED. I CALLED INSPECTOR AND TALKED TO HIM ABOUT WHAT HAD HAPPENED. I THEN CALLED ARPT MGR AND TALKED TO HIM ABOUT WHAT OCCURRED AT HERLONG. I APOLOGIZED TO HIM FOR LOSING MY TEMPER AND CURSING. HE TOLD ME HE WAS GOING TO FILE A RPT. AS I FOUND OUT LATER, THE PERSON WHO YELLED ON THE UNICOM TO ABORT WAS A LINEBOY WHO WAS ON THE OTHER SIDE OF THE HILL AND AROUND 400-500 YARDS AWAY. IN MY OPINION, HE SHOULD NOT HAVE MADE THAT DECISION FOR THE 150. THE C- 150 HAD PLENTY OF SPACE TO CONTINUE HIS TKOF. I SAW HIM AND HAD MOVED OVER TO LET HIM PASS I JUST COULDN'T GET ON THE RADIO FAST ENOUGH TO COM WITH HIM. I ALSO FEEL THAT THE MAN IN THE JEEP SHOULD NOT HAVE PULLED IN FRONT OF MY PLANE WHICH WAS MOVING. THAT ACTION RIGHT THERE COULD HAVE BEEN A DISASTER.
