Narrative:

Aircraft 1 landing runway 18. On rollout, instructed to hold short runway 22 for arriving AC560 aircraft 1 said 'we'll try' then 'unable.' as a result, a tower controller (still developmental) has been given an operational error. During investigation I found that hold short lines on runway 18 (to hold short of runway 22) are approximately 3000 ft down the runway and the published hold short distance available is 3650 ft. Management has changed local pubs to match actual distances to the hold short lines on both runways 18 and 22. This procedure of telling pilots '3650 ft available' has been in place for at least 3 yrs while the hold short markings were only 3000 ft from approach end.

Title: A LNDG PLT WAS UNABLE TO HOLD SHORT AFTER AGREEING TO DO SO.

Narrative: ACFT 1 LNDG RWY 18. ON ROLLOUT, INSTRUCTED TO HOLD SHORT RWY 22 FOR ARRIVING AC560 ACFT 1 SAID 'WE'LL TRY' THEN 'UNABLE.' MGMNT HAS CHANGED LCL PUBS TO MATCH ACTUAL DISTANCES TO THE HOLD SHORT LINES ON BOTH RWYS 18 AND 22. THIS PROC OF TELLING PLTS '3650 FT AVAILABLE' HAS BEEN IN PLACE FOR AT LEAST 3 YRS WHILE THE HOLD SHORT MARKINGS WERE ONLY 3000 FT FROM APCH END.
