Narrative:
Cpr X landing roc given descent to 3500 ft. Small aircraft Y (VFR-BE77) departed roc 340 degrees climbing to 3000 ft. X given traffic. X descended to approximately 3700 ft and then climbed back up to 4000 ft. X did not advise me that he was receiving a TCASII RA or that he was climbing. TCASII equipment was not included in flight plan. Did not know that aircraft was TCASII equipped prior to the RA.
