Narrative:

Air carrier X eastbound at FL230, air carrier Y wbound at FL240 which had to be descended landing cmh. Several inbounds to cmh, pit inbound rush occurring at same time with lots of vectors for in- trail spacing. Apparently overlooked data block of air carrier X at FL230 (traffic passing over it) and descended wbound from FL240 to FL220. Shortly thereafter told Y to maintain FL240 but he had left FL240 descending. Sector is too small to accomplish the primary task of vectoring and speed controling pit inbound traffic increasing complexity. Procedures are not adequate and not fully adhered to, increasing complexity.

SECTOR IS TOO SMALL TO ACCOMPLISH THE PRIMARY TASK OF VECTORING AND SPD CTLING PIT INBOUND TFC INCREASING COMPLEXITY. PROCS ARE NOT ADEQUATE AND NOT FULLY ADHERED TO, INCREASING COMPLEXITY.
