Narrative:
On climb out sea departure told us to expedite through 12000 ft for a twin otter. As we climbed through 12000 ft they said 'thank you for the help' contact sea center. As we changed frequencys I got a traffic resolution on the TCASII -- usi. The traffic was 300 ft below and climbing. We then got an aural 'descend' the captain noted the green band in the descend arc. I eased off yoke pressure and immediately got 'climb now' with the green band up at 6000 FPM. I initiated an aggression climb. The captain queried ATC about the traffic and center said departure 'dropped the ball,' but they would look into it.

Title: TCASII RA.
Narrative: ON CLBOUT SEA DEP TOLD US TO EXPEDITE THROUGH 12000 FT FOR A TWIN OTTER. AS WE CLBED THROUGH 12000 FT THEY SAID 'THANK YOU FOR THE HELP' CONTACT SEA CTR. AS WE CHANGED FREQS I GOT A TFC RESOLUTION ON THE TCASII -- USI. THE TFC WAS 300 FT BELOW AND CLBING. WE THEN GOT AN AURAL 'DSND' THE CAPT NOTED THE GREEN BAND IN THE DSND ARC.
