Narrative:
We took advantage of 91.119 C, having the rare occasion to fly as low over the water, off shore, as we wanted to. On our route of flight from east of marquette to east of grand marais, mi. There were no boats on our route of flight. Upon arrival at our next stop, the state police said that a complaint was filed by a homeowner that we were flying over the beach, and an investigation was being made to send to the FAA. The sheriff said that the homeowner reported 4 out of 5 of my n-numbers correctly (the C-172 has high contrast numbers), but said he couldn't make out n- numbers of other aircraft on same route. My feeling that since most of the occasional homes along the shoreline are set in from the beach, in the trees, that it was unusual to see aircraft right over the water. This led him to think that we were closer than 500 ft to person or structures.

Title: PLT OF SMA SEL FLEW LOW OVER SHORELINE RESULTING IN FLT BELOW MSA IN PROX TO HOUSES.
Narrative: WE TOOK ADVANTAGE OF 91.119 C, HAVING THE RARE OCCASION TO FLY AS LOW OVER THE WATER, OFF SHORE, AS WE WANTED TO. ON OUR RTE OF FLT FROM E OF MARQUETTE TO E OF GRAND MARAIS, MI. THERE WERE NO BOATS ON OUR RTE OF FLT. UPON ARR AT OUR NEXT STOP, THE STATE POLICE SAID THAT A COMPLAINT WAS FILED BY A HOMEOWNER THAT WE WERE FLYING OVER THE BEACH, AND AN INVESTIGATION WAS BEING MADE TO SEND TO THE FAA. THE SHERIFF SAID THAT THE HOMEOWNER RPTED 4 OUT OF 5 OF MY N-NUMBERS CORRECTLY (THE C-172 HAS HIGH CONTRAST NUMBERS), BUT SAID HE COULDN'T MAKE OUT N- NUMBERS OF OTHER ACFT ON SAME RTE. MY FEELING THAT SINCE MOST OF THE OCCASIONAL HOMES ALONG THE SHORELINE ARE SET IN FROM THE BEACH, IN THE TREES, THAT IT WAS UNUSUAL TO SEE ACFT RIGHT OVER THE WATER. THIS LED HIM TO THINK THAT WE WERE CLOSER THAN 500 FT TO PERSON OR STRUCTURES.
