Narrative:

During descent from the south into miami, the captain asked me to request high speed descent from the controller. I said that I believed inside 12 mi from shore that the controller was not authority/authorized to approve high speed descent. He insisted that I request it and I did. The controller did not reply to the request, but changed our descent altitude from 3000 ft to 8000 ft. The captain continued at high speed (320 KTS-290 KTS) until reaching leveloff at our newly cleared 6000 ft. Upon reaching the shore we were doing 240 KTS and the approach was uneventful.

Title: A B777 CREW, ON DSCNT TO MIA, EXCEEDED 250 KTS BELOW 10000 FT WITHIN 12 NM OF THE SHORELINE.

Narrative: DURING DSCNT FROM THE S INTO MIAMI, THE CAPT ASKED ME TO REQUEST HIGH SPD DSCNT FROM THE CTLR. I SAID THAT I BELIEVED INSIDE 12 MI FROM SHORE THAT THE CTLR WAS NOT AUTH TO APPROVE HIGH SPD DSCNT. HE INSISTED THAT I REQUEST IT AND I DID. THE CTLR DID NOT REPLY TO THE REQUEST, BUT CHANGED OUR DSCNT ALT FROM 3000 FT TO 8000 FT. THE CAPT CONTINUED AT HIGH SPD (320 KTS-290 KTS) UNTIL REACHING LEVELOFF AT OUR NEWLY CLRED 6000 FT. UPON REACHING THE SHORE WE WERE DOING 240 KTS AND THE APCH WAS UNEVENTFUL.
