Narrative:
We were cleared by tsf tower to taxi to holding position runway 25. We proceeded to this point and set the parking brake. We received our clearance and squawk. Then we understood position on runway 25 and hold for takeoff. They probably gave us a clearance to the position we were already at. I cleared right and reported an aircraft in the distance. We taxied on to the runway and set our parking brakes, landing lights and transponder were turned on. We monitored the progress of the aircraft, but did not hear any xmissions. The plane did a low approach. It looked like a C172. The waiting period was about 3 mins. Then tsf tower told us we were not supposed to be on the runway. This did not make sense to us. There was minimal activity (just us 2 aircraft) and we had plenty of time to clear the runway. Europe uses line up and wait, but circumstances in this case were a result of a language problem.

Title: FLC HAS RWY INCURSION.
Narrative: WE WERE CLRED BY TSF TWR TO TAXI TO HOLDING POS RWY 25. WE PROCEEDED TO THIS POINT AND SET THE PARKING BRAKE. WE RECEIVED OUR CLRNC AND SQUAWK. THEN WE UNDERSTOOD POS ON RWY 25 AND HOLD FOR TKOF. THEY PROBABLY GAVE US A CLRNC TO THE POS WE WERE ALREADY AT. I CLRED R AND RPTED AN ACFT IN THE DISTANCE. WE TAXIED ON TO THE RWY AND SET OUR PARKING BRAKES, LNDG LIGHTS AND XPONDER WERE TURNED ON. WE MONITORED THE PROGRESS OF THE ACFT, BUT DID NOT HEAR ANY XMISSIONS. THE PLANE DID A LOW APCH. IT LOOKED LIKE A C172. THE WAITING PERIOD WAS ABOUT 3 MINS. THEN TSF TWR TOLD US WE WERE NOT SUPPOSED TO BE ON THE RWY. THIS DID NOT MAKE SENSE TO US. THERE WAS MINIMAL ACTIVITY (JUST US 2 ACFT) AND WE HAD PLENTY OF TIME TO CLR THE RWY. EUROPE USES LINE UP AND WAIT, BUT CIRCUMSTANCES IN THIS CASE WERE A RESULT OF A LANGUAGE PROB.
