Narrative:

Pilot/owner/operator of crop duster did not call tower to request permission to spray fields along west and north boundaries. Runway 31 was in use. Crop duster flew through the final 4 times and was a factor for 3 single cessnas, 1 of which had to take evasive action. To prevent a recurrence, the union and tower management are meeting with the owner of the crop duster. Callback conversation with reporter revealed the following information: reporter indicated the meeting was held with the pilot of the crop duster and that he was installing a radio in the aircraft and would call the tower before crossing the approach ends of the runways. Reporter also believes that the pilot was contacted by FSDO about his operation.

Title: NMAC.

Narrative: PLT/OWNER/OPERATOR OF CROP DUSTER DID NOT CALL TWR TO REQUEST PERMISSION TO SPRAY FIELDS ALONG W AND N BOUNDARIES. RWY 31 WAS IN USE. CROP DUSTER FLEW THROUGH THE FINAL 4 TIMES AND WAS A FACTOR FOR 3 SINGLE CESSNAS, 1 OF WHICH HAD TO TAKE EVASIVE ACTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THE MEETING WAS HELD WITH THE PLT OF THE CROP DUSTER AND THAT HE WAS INSTALLING A RADIO IN THE ACFT AND WOULD CALL THE TWR BEFORE XING THE APCH ENDS OF THE RWYS. RPTR ALSO BELIEVES THAT THE PLT WAS CONTACTED BY FSDO ABOUT HIS OP.
