Narrative:

We were cruising level at 4000 ft MSL with vectors for the ILS runway 9 at rhi (from ZMP). We were IMC for about 15 min. We broke into VMC, still level, and saw a cub type airplane crossing in front of us from our right to left and descending. We then went IMC again and reported the aircraft to center. He said he had no other targets in our area. The hole we saw the plane in was about 1000 ft by 5000 ft.

Title: DURING IFR TRAINING FLT, PLTS OBSERVED ANOTHER ACFT DSNDING THROUGH A HOLE IN THE CLOUD LAYER WHICH DID NOT PROVIDE CLOUD DISTANCE FOR VFR FLT.

Narrative: WE WERE CRUISING LEVEL AT 4000 FT MSL WITH VECTORS FOR THE ILS RWY 9 AT RHI (FROM ZMP). WE WERE IMC FOR ABOUT 15 MIN. WE BROKE INTO VMC, STILL LEVEL, AND SAW A CUB TYPE AIRPLANE XING IN FRONT OF US FROM OUR R TO L AND DSNDING. WE THEN WENT IMC AGAIN AND RPTED THE ACFT TO CTR. HE SAID HE HAD NO OTHER TARGETS IN OUR AREA. THE HOLE WE SAW THE PLANE IN WAS ABOUT 1000 FT BY 5000 FT.
