Narrative:

While I was working in ground control position at dupage (dpa) airport in west chicago, il, I noticed a white limo proceed onto the taxiway west of the control tower twice without permission from the tower. I began to take the appropriate action to file a vehicle pedestrian deviation but I was ordered not to make the entry onto our daily log or file the deviation by the supervisor in charge, because he stated that there was nothing that could happen to the driver of the limo and all it would do is make the airport authority/authorized mad at us and he did not want that to happen. Taxiway incursions are still occurring but have decreased over the past couple of months after the controllers were getting fed up with all of the occurrences. The only way for these occurrences to stop completely is by letting the controllers do their job and file the deviations when they occur. It's a matter of safety and not a matter of favoritism.

Title: UNAUTH VEHICLE ON TXWY.

Narrative: WHILE I WAS WORKING IN GND CTL POS AT DUPAGE (DPA) ARPT IN W CHICAGO, IL, I NOTICED A WHITE LIMO PROCEED ONTO THE TXWY W OF THE CTL TWR TWICE WITHOUT PERMISSION FROM THE TWR. I BEGAN TO TAKE THE APPROPRIATE ACTION TO FILE A VEHICLE PEDESTRIAN DEV BUT I WAS ORDERED NOT TO MAKE THE ENTRY ONTO OUR DAILY LOG OR FILE THE DEV BY THE SUPVR IN CHARGE, BECAUSE HE STATED THAT THERE WAS NOTHING THAT COULD HAPPEN TO THE DRIVER OF THE LIMO AND ALL IT WOULD DO IS MAKE THE ARPT AUTH MAD AT US AND HE DID NOT WANT THAT TO HAPPEN. TXWY INCURSIONS ARE STILL OCCURRING BUT HAVE DECREASED OVER THE PAST COUPLE OF MONTHS AFTER THE CTLRS WERE GETTING FED UP WITH ALL OF THE OCCURRENCES. THE ONLY WAY FOR THESE OCCURRENCES TO STOP COMPLETELY IS BY LETTING THE CTLRS DO THEIR JOB AND FILE THE DEVS WHEN THEY OCCUR. IT'S A MATTER OF SAFETY AND NOT A MATTER OF FAVORITISM.
