Narrative:
I realize that this report is being filed too late, but the more I think about the occurrence I know it should be in your files. I did a normal runup at east strousburg before entering the active runway -- before entering the runway I announced my intention to back taxi on runway 26. After checking for traffic I started to back taxi. Halfway to the approach and I saw a high-wing turning from base to final. I believed that he would see me on the runway and go around. I was wrong! He continued on the final approach. I then slid to a stop at the end of the runway to avoid a head on collision. I think I did everything correctly, but this guy was/is either crazy or blind and deaf. I am sure you will be hearing from him soon. He surely will be involved in some type of accident! Was I correct when I announced the back taxi, scanned the sky and started to back taxi on the active runway? Did I 'own' the runway?

Title: SMA LANDED OVER THE TOP OF THE RPTR ALREADY ON THE RWY.
Narrative: I REALIZE THAT THIS RPT IS BEING FILED TOO LATE, BUT THE MORE I THINK ABOUT THE OCCURRENCE I KNOW IT SHOULD BE IN YOUR FILES. HALFWAY TO THE APCH AND I SAW A HIGH-WING TURNING FROM BASE TO FINAL. I BELIEVED THAT HE WOULD SEE ME ON THE RWY AND GAR. I WAS WRONG! HE CONTINUED ON THE FINAL APCH. I THEN SLID TO A STOP AT THE END OF THE RWY TO AVOID A HEAD ON COLLISION. I THINK I DID EVERYTHING CORRECTLY, BUT THIS GUY WAS/IS EITHER CRAZY OR BLIND AND DEAF. I AM SURE YOU WILL BE HEARING FROM HIM SOON. HE SURELY WILL BE INVOLVED IN SOME TYPE OF ACCIDENT!
