Narrative:
Aircraft #1 was instructed to enter left downwind runway 8L. Aircraft #2 was on visual approach to runway 8L and on 1/2 mi final when aircraft #1 turned base unauthorized and ended up on top of aircraft #2. Aircraft #1 was told to make a hard left turn away from final.

Title: SMA (X) A CESSNA WAS INSTRUCTED TO ENTER L DOWNWIND FOR RWY 8L. SMA (Y), ALSO A CESSNA, WAS ON A 1/2 NM FINAL WHEN THE ATCT LCL CTLR OBSERVED SMA (X) HAD TURNED BASE AND WAS ONLY 150 FT ABOVE SMA (Y). THE CTLR TURNED SMA (X) TO THE L AWAY FROM SMA (Y). NMAC HAD ALREADY OCCURRED.
Narrative: ACFT #1 WAS INSTRUCTED TO ENTER L DOWNWIND RWY 8L. ACFT #2 WAS ON VISUAL APCH TO RWY 8L AND ON 1/2 MI FINAL WHEN ACFT #1 TURNED BASE UNAUTH AND ENDED UP ON TOP OF ACFT #2. ACFT #1 WAS TOLD TO MAKE A HARD L TURN AWAY FROM FINAL.
