Narrative:
Clearance to cross 20 west of bdl at or below FL210 to maintain FL190 acknowledged and written down by first officer who was flying. I was getting ATIS and doing PA when ATC asked if we could make the restr. I realized that even though typing into FMC he hadn't started down. I pointed out we would have to hurry, more typing, no descent at required rate. More typing. Crossed bdl at FL220. First officer then said 'oh, I thought it was 20 east at FL210, not west.' it was written down in front of him and I had pointed it out as well. Being new on aircraft and to the FMC, I thought, with 900 hours in the aircraft it was under control. Live by the FMS -- die by the FMS. I kept waiting for the aircraft to descend more rapidly with all the typing going on, but it never happened. Should have just made him turn it off and fly the descent.

Title: XING RESTR NOT MET.
Narrative: CLRNC TO CROSS 20 W OF BDL AT OR BELOW FL210 TO MAINTAIN FL190 ACKNOWLEDGED AND WRITTEN DOWN BY FO WHO WAS FLYING. I WAS GETTING ATIS AND DOING PA WHEN ATC ASKED IF WE COULD MAKE THE RESTR. I REALIZED THAT EVEN THOUGH TYPING INTO FMC HE HADN'T STARTED DOWN. I POINTED OUT WE WOULD HAVE TO HURRY, MORE TYPING, NO DSCNT AT REQUIRED RATE. MORE TYPING. CROSSED BDL AT FL220. FO THEN SAID 'OH, I THOUGHT IT WAS 20 E AT FL210, NOT W.' IT WAS WRITTEN DOWN IN FRONT OF HIM AND I HAD POINTED IT OUT AS WELL. BEING NEW ON ACFT AND TO THE FMC, I THOUGHT, WITH 900 HRS IN THE ACFT IT WAS UNDER CTL. LIVE BY THE FMS -- DIE BY THE FMS. I KEPT WAITING FOR THE ACFT TO DSND MORE RAPIDLY WITH ALL THE TYPING GOING ON, BUT IT NEVER HAPPENED. SHOULD HAVE JUST MADE HIM TURN IT OFF AND FLY THE DSCNT.
