Narrative:
Military X was on frequency swbound level at 220. Controller a cleared X to FL230. X acknowledged. Employee a cleared X to FL240. Acknowledged. Employee a switched X to 119.72 or 389.7. X acknowledged. Jhw-right called employee a and requested that air carrier be stopped at FL270 for MTR who was traffic. Controller a stopped air carrier at FL270. Employee a inadvertently dropped the full data block on X controller a accepted handoff on cpr Y out of FL220 for FL230 eastbound. Employee a cleared Y to an altitude that was blocked on the frequency by an ELT. Y acknowledged the clearance and asked about the noise. Controller a reclred Y and conflict alert activated, and separation was lost. Closest proximity was 2.25 mi and 700 ft.
