Narrative:

Cpr X while navigating along J207 35 mi southwest of fkn VOR 110.6 at FL250. Suddenly a military mlt climbed through our altitude on a heading parallel with ours, both myself and the copilot estimated the distance to be 2 mi or less. We were talking to ZDC on frequency 132.22. We were not advised of the mlt overtaking us nor did we hear center advise the mlt of our position. While we do not consider this situation hazardous if the pilot of each aircraft sees the other we do feel this situation to be extremely hazardous and in violation of IFR separation procedures and good ATC operational procedures.

Narrative: CPR X WHILE NAVIGATING ALONG J207 35 MI SW OF FKN VOR 110.6 AT FL250. SUDDENLY A MIL MLT CLBED THROUGH OUR ALT ON A HDG PARALLEL WITH OURS, BOTH MYSELF AND THE COPLT ESTIMATED THE DISTANCE TO BE 2 MI OR LESS. WE WERE TALKING TO ZDC ON FREQ 132.22. WE WERE NOT ADVISED OF THE MLT OVERTAKING US NOR DID WE HEAR CTR ADVISE THE MLT OF OUR POS. WHILE WE DO NOT CONSIDER THIS SITUATION HAZARDOUS IF THE PLT OF EACH ACFT SEES THE OTHER WE DO FEEL THIS SITUATION TO BE EXTREMELY HAZARDOUS AND IN VIOLATION OF IFR SEPARATION PROCS AND GOOD ATC OPERATIONAL PROCS.
