Narrative:

Cpr X IFR departure from gtr. Clearance was: cleared as filed, maintain 2000 ft, expect FL230 3 mins after departure and expect FL350 10 mins after departure. Filed route was gtr direct igb J52 towards greenwood. Copilot made the takeoff, turned direct to igb and leveled at 2000 ft. Captain (PNF) was talking to departure. Clearance was received to climb to FL230. Climb was started and as we climbed through 6600 ft, departure advised us to maintain 6000 ft. Aircraft Y was 12 O'clock, 7000 ft, less than 1 mi. Captain advised departure we were at 6700 ft descending to 6000 ft. As aircraft descended through 6500 ft, departure asked us to make a 'hard right turn now.' we made a hard turn and leveled at 6000 ft. Descent was made with power at idle and a fairly abrupt pushover to stop the rate of climb that we had which was 3000 FPM or more at this time. Once clear of traffic, departure again cleared us to FL230. The other aircraft involved was believed to be on another frequency as we did not hear any xmissions to that aircraft. After receiving the clearance from clearance delivery, they asked what our direction of flight would be. They were advised direct to igb then the 266 degree radial. Then on departure, the controller asked after igb what was our direction of flight. Again, was advised igb 266 degree radial. There seemed to be confusion of this sort every time we have operated out of gtr. Appears to be a communication breakdown with the military controllers and the FAA controllers.

AS ACFT DSNDED THROUGH 6500 FT, DEP ASKED US TO MAKE A 'HARD R TURN NOW.' WE MADE A HARD TURN AND LEVELED AT 6000 FT. DSCNT WAS MADE WITH PWR AT IDLE AND A FAIRLY ABRUPT PUSHOVER TO STOP THE RATE OF CLB THAT WE HAD WHICH WAS 3000 FPM OR MORE AT THIS TIME. ONCE CLR OF TFC, DEP AGAIN CLRED US TO FL230. THE OTHER ACFT INVOLVED WAS BELIEVED TO BE ON ANOTHER FREQ AS WE DID NOT HEAR ANY XMISSIONS TO THAT ACFT. AFTER RECEIVING THE CLRNC FROM CLRNC DELIVERY, THEY ASKED WHAT OUR DIRECTION OF FLT WOULD BE. THEY WERE ADVISED DIRECT TO IGB THEN THE 266 DEG RADIAL. THEN ON DEP, THE CTLR ASKED AFTER IGB WHAT WAS OUR DIRECTION OF FLT. AGAIN, WAS ADVISED IGB 266 DEG RADIAL. THERE SEEMED TO BE CONFUSION OF THIS SORT EVERY TIME WE HAVE OPERATED OUT OF GTR. APPEARS TO BE A COM BREAKDOWN WITH THE MIL CTLRS AND THE FAA CTLRS.
