Narrative:
A 35 ft high billboard is located about 700 ft from the approach end of runway 3. The top of the billboard is about 3 ft below the standard slope and does not technically meet the obstruction criteria imposed by far 77.25. This hazard imposes a serious threat to aviation safety for the following reasons. The obstruction is not lighted. It is a solid steel post structure which would not give in event of collision. It is located 25 ft right of the extended runway centerline and 715 ft from the runway threshold. There is no visual GS information (VASI) available for runway 3. An accident is a high probability during low visibility or night VFR conditions.

Title: OBSTRUCTION NEAR APCH END OF RWY.
Narrative: A 35 FT HIGH BILLBOARD IS LOCATED ABOUT 700 FT FROM THE APCH END OF RWY 3. THE TOP OF THE BILLBOARD IS ABOUT 3 FT BELOW THE STANDARD SLOPE AND DOES NOT TECHNICALLY MEET THE OBSTRUCTION CRITERIA IMPOSED BY FAR 77.25. THIS HAZARD IMPOSES A SERIOUS THREAT TO AVIATION SAFETY FOR THE FOLLOWING REASONS. THE OBSTRUCTION IS NOT LIGHTED. IT IS A SOLID STEEL POST STRUCTURE WHICH WOULD NOT GIVE IN EVENT OF COLLISION. AN ACCIDENT IS A HIGH PROBABILITY DURING LOW VISIBILITY OR NIGHT VFR CONDITIONS.
