Narrative:

After being cleared for the ILS runway 12 approach by ZLC, we proceeded to the bzn VOR and began to fly the charted approach procedure. Contacted bzn radio and was told to report 'manni' inbound. Completed checklists -- called 'manni' inbound to runway 12. Saw runway environment at about 400 ft AGL. Runway appeared to be covered in hard packed snow. Did not see VASI. Made all required company callouts on final. Captain stated his intention to land. Captain made smooth landing and selected reverse thrust and brakes which appeared to be not very effective. Captain then selected full reverse and brakes being careful to avoid asymmetry. Anti-skid was cycling normally. Aircraft decelerated very slowly. I called out 100 KTS, 80 KTS, 60 KTS. Started to get compressor stalls. Became apparent that we were not going to stop by the end of the runway. Exited the end of the runway into hard-packed dirt and snow still in full reverse and full brakes. Aircraft came to rest approximately 50 ft beyond end of runway 12. Captain then selected idle thrust. Captain notified passenger via PA to remain seated. I notified bzn FSS of our position and requested equipment to meet aircraft. Captain told bzn radio of our inability to stop and suggested that operations be suspended at bzn airport. We completed parking and securing checklists -- shut engines down put APU power on aircraft. No injuries to pay or crew. No apparent damage to aircraft. Passenger exited via forward airstairs into vans and were bussed to terminal. Aircraft towed back onto runway later that day. We started engines and taxied to gate.
