Narrative:

The weight and balance agent had a maximum takeoff weight of 120100 pounds for flight pti/lga, landing weight restr. Gross takeoff weight was 119793. The weight and balance agent sent flight the final takeoff weight. The flight pushed back, the weight and balance agent received a call from the gate saying they added another 300 pounds of bags. The weight and balance agent pulled another maximum takeoff weight with the additional bags. The new mtow came up 119700 pounds. This made the flight 393 pounds overweight. (A wind change in lga must have reduced mtow). Agent called the dispatcher (me) and asked what he should do. I told him to bring the flight back to the gate and remove mail and a non revenue passenger. By the time the agent called the dispatcher (me) and asked what he should do.
