Narrative:

Unintentionally departed a runway that was not authority/authorized by the commercial chart using the active runway (24) assigned by ATC would have been an 8 KT tailwind on a wet runway, with the departure end of the runway having an appreciable negative runway gradient, in case of an abort. This made a safe abort questionable. All performance and airport notes were checked. Another consideration: the 'airport ATIS' had a note stating, 'trees penetrating the approach path' to the landing runway (runway 6). This was not listed in the airport NOTAM. The above 'ATIS' note and an 8 KT tailwind, departing runway 24 caused a concern about obstacle clearance requirements for engine failure during takeoff (second segment climb), runway 6 was selected, a remark from the controller caused us to rechk the performance figures and airport notes. The 'na' remark on the commercial chart was not noticed. After landing at the next station, the 'na' was discovered. Performance charts made up by commercial, does not remark the 'na' shown on the 'takeoff and IFR departure procedure' section of the approach charts. It shows a 'turn' required and departure in case of engine failure and specific departure procedure on the 'special procedure plate' checking other commercial 'airport chart format' plates with the 'na' remark, other notations such as 'VFR only' etc, are made in the 'additional runway information.' the notations should, also be made on the performance charts. All runway remarks should be entered in one location instead of many different places. The performance chart should be the central location, as this section is always checked before departure. Attached please find copies of 'airport chart format' for roa 11-1 may/xx/92, and roa takeoff performance 10-7A apr/xx/94 and special procedure plate 10-7 apr/xx/94 dc-9-10 20 degree flaps by commercial provider. Roa takeoff performance 10-7A notes 'runways not authority/authorized for takeoff night -- runway 33' there is no notation for runway 6 not authority/authorized for takeoff IFR. Called commercial provider, advised above information, they researched and called back. For some reason, the notice for the restr of na for IFR on runway 6 was not issued. This would be issued on the next revision. They agreed a note should be put in the 'additional runway information' pertaining to runway 6 'na' for IFR operations.

PERFORMANCE CHARTS MADE UP BY COMMERCIAL, DOES NOT REMARK THE 'NA' SHOWN ON THE 'TKOF AND IFR DEP PROC' SECTION OF THE APCH CHARTS. IT SHOWS A 'TURN' REQUIRED AND DEP IN CASE OF ENG FAILURE AND SPECIFIC DEP PROC ON THE 'SPECIAL PROC PLATE' CHKING OTHER COMMERCIAL 'ARPT CHART FORMAT' PLATES WITH THE 'NA' REMARK, OTHER NOTATIONS SUCH AS 'VFR ONLY' ETC, ARE MADE IN THE 'ADDITIONAL RWY INFO.' THE NOTATIONS SHOULD, ALSO BE MADE ON THE PERFORMANCE CHARTS. ALL RWY REMARKS SHOULD BE ENTERED IN ONE LOCATION INSTEAD OF MANY DIFFERENT PLACES. THE PERFORMANCE CHART SHOULD BE THE CENTRAL LOCATION, AS THIS SECTION IS ALWAYS CHKED BEFORE DEP.
