Narrative:

Small aircraft X was issued taxi instructions to hold short of runway 31. X taxied, read back hold short. I was working ground control and flight data combined. I called approach control for a release on another aircraft. I looked up and X was quickly approaching hold line. I came off landline and told X to stop! By the time he stopped aircraft he was well past hold line and onto runway environment. To me this is poor instruction, proficiency and just basic pilotage. This type of runway incursion, taxiing without a clearance, could be written up 3-5 times daily at lns, especially on busy wkends.

Title: SMA X NON ADHERENCE TO ATC INSTRUCTION RWY INCURSION.

Narrative: SMA X WAS ISSUED TAXI INSTRUCTIONS TO HOLD SHORT OF RWY 31. X TAXIED, READ BACK HOLD SHORT. I WAS WORKING GND CTL AND FLT DATA COMBINED. I CALLED APCH CTL FOR A RELEASE ON ANOTHER ACFT. I LOOKED UP AND X WAS QUICKLY APCHING HOLD LINE. I CAME OFF LANDLINE AND TOLD X TO STOP! BY THE TIME HE STOPPED ACFT HE WAS WELL PAST HOLD LINE AND ONTO RWY ENVIRONMENT. TO ME THIS IS POOR INSTRUCTION, PROFICIENCY AND JUST BASIC PILOTAGE. THIS TYPE OF RWY INCURSION, TAXIING WITHOUT A CLRNC, COULD BE WRITTEN UP 3-5 TIMES DAILY AT LNS, ESPECIALLY ON BUSY WKENDS.
