Narrative:

I was trying to descend military X while holding at eni so he could land at travis. Sbound air carrier Y at FL330, northbound air carrier at FL350, military was at FL350. I descended military X to FL310 and turned him 40 degrees right. I then sent military X to FL290 and turned air carrier Y 30 degrees right. I gave military X immediate and expedite a couple of times, did not descend as fast as I thought and Y didn't turn as fast as I thought it would. Supplemental information from acn 293689: military aircraft was holding at eni descending for suu. Call sign military Y his holding pattern appeared 'wide' to the east. Air carrier Y was sbound at FL330. X issued clearance to FL290, expedite from the radar controller. Turns were issued to both aircraft. However, none of these actions were sufficient to prevent a loss of separation.

SUPPLEMENTAL INFO FROM ACN 293689: MIL ACFT WAS HOLDING AT ENI DSNDING FOR SUU. CALL SIGN MIL Y HIS HOLDING PATTERN APPEARED 'WIDE' TO THE E. ACR Y WAS SBOUND AT FL330. X ISSUED CLRNC TO FL290, EXPEDITE FROM THE RADAR CTLR. TURNS WERE ISSUED TO BOTH ACFT. HOWEVER, NONE OF THESE ACTIONS WERE SUFFICIENT TO PREVENT A LOSS OF SEPARATION.
