Narrative:

Late descent from 12000 ft to 11000 ft just prior to arina. As we leveled, saw a target at 1 O'clock on TCASII. It changed from black to white to yellow to red in seconds. Got traffic, then immediate alert with climb of 1200 ft required. First officer disconnected autoplt and went to 1200 FPM up. Got 'monitor vertical speed' at 11300 ft as I was telling ATC of RA and climb. Got second RA and then clear of conflict. Returned to 11000 ft and continued approach. ATC was very busy, and our RA did not help situation. Late descent probably triggered RA. Cockpit was very noisy with altitude alert, RA, ATC, first officer, captain all talking at the same time. Conflict probably did not exist since climbing aircraft was leveling at 10000 ft. But since we were IFR, could not get visual on aircraft. Took place on bpr 287 degree radial at 30 mi.

Narrative: LATE DSCNT FROM 12000 FT TO 11000 FT JUST PRIOR TO ARINA. AS WE LEVELED, SAW A TARGET AT 1 O'CLOCK ON TCASII. IT CHANGED FROM BLACK TO WHITE TO YELLOW TO RED IN SECONDS. GOT TFC, THEN IMMEDIATE ALERT WITH CLB OF 1200 FT REQUIRED. FO DISCONNECTED AUTOPLT AND WENT TO 1200 FPM UP. GOT 'MONITOR VERT SPD' AT 11300 FT AS I WAS TELLING ATC OF RA AND CLB. GOT SECOND RA AND THEN CLR OF CONFLICT. RETURNED TO 11000 FT AND CONTINUED APCH. ATC WAS VERY BUSY, AND OUR RA DID NOT HELP SIT. LATE DSCNT PROBABLY TRIGGERED RA. COCKPIT WAS VERY NOISY WITH ALT ALERT, RA, ATC, FO, CAPT ALL TALKING AT THE SAME TIME. CONFLICT PROBABLY DID NOT EXIST SINCE CLBING ACFT WAS LEVELING AT 10000 FT. BUT SINCE WE WERE IFR, COULD NOT GET VISUAL ON ACFT. TOOK PLACE ON BPR 287 DEG RADIAL AT 30 MI.
