Upon landing at iad, we exited runway 1R at high speed taxiway 3E, to fully clear the runway environment. In the event another aircraft was landing behind us, we taxied 20 ft along taxiway E1 before we were able to talk to ground control due to frequency congestion. He rhetorically responded 'we should call before taxiing.' in the interest of safety, with no aircraft anywhere around us, we cleared the runway environment: the safest and logical thing to do at that time. There are no hold short lines, so there are no clear definitions for transition to ground control.

Narrative: UPON LNDG AT IAD, WE EXITED RWY 1R AT HIGH SPD TXWY 3E, TO FULLY CLR THE RWY ENVIRONMENT. IN THE EVENT ANOTHER ACFT WAS LNDG BEHIND US, WE TAXIED 20 FT ALONG TXWY E1 BEFORE WE WERE ABLE TO TALK TO GND CTL DUE TO FREQ CONGESTION. HE RHETORICALLY RESPONDED 'WE SHOULD CALL BEFORE TAXIING.' IN THE INTEREST OF SAFETY, WITH NO ACFT ANYWHERE AROUND US, WE CLRED THE RWY ENVIRONMENT: THE SAFEST AND LOGICAL THING TO DO AT THAT TIME. THERE ARE NO HOLD SHORT LINES, SO THERE ARE NO CLR DEFINITIONS FOR TRANSITION TO GND CTL.
