Narrative:
This debrief concerns a situation involving visual separation which resulted in a TCASII RA. In contact with ny departure, our flight was on a departure vector. Leaving 11500 ft with clearance to 15000 ft airspeed increasing to 330 KIAS. The controller issued a TA of a cessna 414 at 13500. I, the captain was flying. Without consulting me, the first officer called traffic in sight. The controller immediately cleared us to maintain visual separation. I told the first officer I did not see the traffic and to tell the controller we could not maintain visual. The frequency was busy and this was not possible. I reduced the climb to 1000 FPM and was searching for the traffic when TCASII issued traffic then a RA to descend. The green arc required a reversal to 1800 FPM descent. Established in the descent, I saw we were passing 1000 ft directly below the traffic. We reported to ATC that we were descending for TCASII and when clear that we were resuming the climb. In discussing the event with the first officer later. He had not anticipated that the TA could be followed by clearance to maintain visual. The aim deals with these clrncs in 5-81-1 and 5-79-3. The first officer is very conscientious, but also believed that all pertinent safety information is in part 1. I could not find references to these in part 1 think they are important. I also believe that training should include aircraft visual be verified by both pilots.

Title: SUPER 80 FLC HAS TCASII RA.
Narrative: THIS DEBRIEF CONCERNS A SIT INVOLVING VISUAL SEPARATION WHICH RESULTED IN A TCASII RA. IN CONTACT WITH NY DEP, OUR FLT WAS ON A DEP VECTOR. LEAVING 11500 FT WITH CLRNC TO 15000 FT AIRSPD INCREASING TO 330 KIAS. THE CTLR ISSUED A TA OF A CESSNA 414 AT 13500. I, THE CAPT WAS FLYING. WITHOUT CONSULTING ME, THE FO CALLED TFC IN SIGHT.
