Narrative:
After departing iad, dulles departure handed us off to bwi approach. Bwi assigned us a heading of 040 degrees to intercept v- 244 west of wooley intersection. Captain's VOR was set to the 101 degree radial off martinsburg VOR. First officer's VOR was set to the 308 degree radial off the bwi VOR. The captain's CDI centered on the 101 degree radial off mrb and the aircraft was turned to join the airway. Soon after turning, bwi called and gave us a heading of 050 degrees to join V-214. Approach advised us we were about 10 mi south of the airway. The aircraft was turned to a heading of 050 degrees. The captain's CDI indicated we were on the mrb 101 degree radial and then it indicated we had flown north of the course. The CDI then gave an indication that we were south of the airway as bwi approach said we were. Navigation frequencys were checked and doublechked. Mrb 112.1 was in the captain's navigation and 115.1 was in the first officer's navigation. Both navaids had been properly tuned and idented. The VOR accuracy check had not been performed yet. Both vors coincided prior to this problem. Both coincided after this problem.

APCH ADVISED US WE WERE ABOUT 10 MI S OF THE AIRWAY. THE ACFT WAS TURNED TO A HDG OF 050 DEGS. THE CAPT'S CDI INDICATED WE WERE ON THE MRB 101 DEG RADIAL AND THEN IT INDICATED WE HAD FLOWN N OF THE COURSE. THE CDI THEN GAVE AN INDICATION THAT WE WERE S OF THE AIRWAY AS BWI APCH SAID WE WERE. NAV FREQS WERE CHKED AND DOUBLECHKED. MRB 112.1 WAS IN THE CAPT'S NAV AND 115.1 WAS IN THE FO'S NAV. BOTH NAVAIDS HAD BEEN PROPERLY TUNED AND IDENTED. THE VOR ACCURACY CHK HAD NOT BEEN PERFORMED YET. BOTH VORS COINCIDED PRIOR TO THIS PROB. BOTH COINCIDED AFTER THIS PROB.
