Narrative:
After reaching 3000 ft, got cleared to 4000 ft with heading 260 degrees and then further climb to 7000 ft. After passing 4000 ft, we had VFR on top with scattered clouds estimated 30000 ft. Outside temperature 4 degrees celsius. About 15-20 mins after takeoff, were cleared to climb to 8000 ft. Aircraft was leaned to cruise at 7000 ft with help of an egt gauge, cleared to climb to 8000 ft. Initiate climb. After 300-400 ft of climb, engine runs rough and stopped at one time for a couple seconds. Followed the emergency procedure -- mixture rich, fuel both, carburetor heat on, master and ignition on. Were not able to prevent descent. Left altitude with 80 mph airspeed. Declared emergency with ZFW and asked for vectors to closest airport. Wea at 2 mi, 12 O'clock. Entered IMC at 3800-3000 ft. Passed wea, turned 220 degrees. Engine continued to run rough with carburetor heat, but smothered out in final to runway 17. Safe landing. Icing occurred in VMC condition at a temperature of 3-4 degrees C with climbing power setting and leaned mixture.

Narrative: AFTER REACHING 3000 FT, GOT CLRED TO 4000 FT WITH HDG 260 DEGS AND THEN FURTHER CLB TO 7000 FT. AFTER PASSING 4000 FT, WE HAD VFR ON TOP WITH SCATTERED CLOUDS ESTIMATED 30000 FT. AFTER 300-400 FT OF CLB, ENG RUNS ROUGH AND STOPPED AT ONE TIME FOR A COUPLE SECONDS. FOLLOWED THE EMER PROC -- MIXTURE RICH, FUEL BOTH, CARB HEAT ON, MASTER AND IGNITION ON. WERE NOT ABLE TO PREVENT DSCNT. LEFT ALT WITH 80 MPH AIRSPD. DECLARED EMER WITH ZFW AND ASKED FOR VECTORS TO CLOSEST ARPT. WEA AT 2 MI, 12 O'CLOCK. ENTERED IMC AT 3800-3000 FT.
