Narrative:
Air carrier X had been cleared down to FL280 by manaus center due to some potential traffic conflict and approximately 10 mi from pakon intersection on UA300 ordered to take up a holding pattern at pakon, FL280, for approximately 26 mins. All of this was accomplished without incident. Upon entering the holding pattern, we knew that we could not afford to hold for 26 mins at FL280 and began requesting some other down route clearance. Manaus was having trouble routing traffic across venezuela airspace and advised we should contact maiquetia. Radio contact was extremely poor and intermittent on both VHF and HF. Someone asked if we could go to timehri, a VOR on the guyana coast. I'm not sure if it was manaus or maiquetia who asked this as we were trying to work both agencies at same time. We replied we could but would prefer to go direct to piarco, port of spain, a more north routing. At some point we received a 'roger' to our request to proceed to piarco, I don't know if it came from manaus or maiquetia. We left the holding pattern at pakon and proceeded direct to piarco (position). Upon contacting pairco, it seemed as if there had been no handoff. Piarco worked on getting our rerte completed further north to iluri intersection and was able to get us back up to a higher altitude. Supplemental information from acn 296007: maiqueitia was reported to have told piarco that we 'violated' their (maq) airspace. 1) we had an ATC clearance for this rerte issued by manaus. 2) we were in radio contact with maiquietia and several times asked them for higher altitude. In south america it is common for communication difficulties to arise and we were having the usual trouble reaching and understanding what was being said but since we are quite experienced with these problems we made certain we had the clearance to go pakon direct position at FL280. The problem existed I believe in that supervisors were working the flts in the maq airspace due to controller strike and perhaps manaus center did not notify maq of our clearance.

SUPPLEMENTAL INFO FROM ACN 296007: MAIQUEITIA WAS RPTED TO HAVE TOLD PIARCO THAT WE 'VIOLATED' THEIR (MAQ) AIRSPACE. 1) WE HAD AN ATC CLRNC FOR THIS RERTE ISSUED BY MANAUS. 2) WE WERE IN RADIO CONTACT WITH MAIQUIETIA AND SEVERAL TIMES ASKED THEM FOR HIGHER ALT. IN SOUTH AMERICA IT IS COMMON FOR COM DIFFICULTIES TO ARISE AND WE WERE HAVING THE USUAL TROUBLE REACHING AND UNDERSTANDING WHAT WAS BEING SAID BUT SINCE WE ARE QUITE EXPERIENCED WITH THESE PROBS WE MADE CERTAIN WE HAD THE CLRNC TO GO PAKON DIRECT POS AT FL280. THE PROB EXISTED I BELIEVE IN THAT SUPVRS WERE WORKING THE FLTS IN THE MAQ AIRSPACE DUE TO CTLR STRIKE AND PERHAPS MANAUS CTR DID NOT NOTIFY MAQ OF OUR CLRNC.
