Narrative:
Given a crossing restr of 13000 ft at lvz, for was flying. I had 2 altimeters correctly set to local setting. First officer was still on 29.52. I usually check this through 18000 ft, but either didn't or was distracted. I called passing 13000 ft, first officer was very slow to react and reversed descent at 320 ft below 13000 ft. ATC said we were at 12600 ft. We had corrected immediately, but couldn't keep from descending below 13000 ft.

Narrative: GIVEN A XING RESTR OF 13000 FT AT LVZ, FOR WAS FLYING. I HAD 2 ALTIMETERS CORRECTLY SET TO LCL SETTING. FO WAS STILL ON 29.52. I USUALLY CHK THIS THROUGH 18000 FT, BUT EITHER DIDN'T OR WAS DISTRACTED. I CALLED PASSING 13000 FT, FO WAS VERY SLOW TO REACT AND REVERSED DSCNT AT 320 FT BELOW 13000 FT.
