Narrative:
Air carrier X had been cleared to and leveled off at 17000 ft and a 270 degree heading by washington departure control. We were then given a heading of 290 degrees and a handoff to dulles departure control. While we were changing frequencys we received a TCASII alert for traffic at our altitude, 10 O'clock and 5 mi. Dulles departure then gave us an immediate right turn to 340 degrees. While turning we requested a higher altitude and we were given FL190. No visual contact with the other aircraft was made and the closest the other aircraft Y appeared to come was 3 mi at the same altitude. Supplemental information from acn 296507: contacted dulles approach who gave us an immediate right turn to 340 degrees (urgency in tone of voice) and called the traffic at 10 O'clock, 3 mi wbound. When conflict was cleared, I inquired what happened. ATC said washington departure control was late in their handoff to dulles departure control hence the late turn and subsequent conflict. We were told we (pilots) were not at fault.

Narrative: ACR X HAD BEEN CLRED TO AND LEVELED OFF AT 17000 FT AND A 270 DEG HDG BY WASHINGTON DEP CTL. WE WERE THEN GIVEN A HDG OF 290 DEGS AND A HDOF TO DULLES DEP CTL. WHILE TURNING WE REQUESTED A HIGHER ALT AND WE WERE GIVEN FL190. NO VISUAL CONTACT WITH THE OTHER ACFT WAS MADE AND THE CLOSEST THE OTHER ACFT Y APPEARED TO COME WAS 3 MI AT THE SAME ALT. SUPPLEMENTAL INFO FROM ACN 296507: CONTACTED DULLES APCH WHO GAVE US AN IMMEDIATE R TURN TO 340 DEGS (URGENCY IN TONE OF VOICE) AND CALLED THE TFC AT 10 O'CLOCK, 3 MI WBOUND. WHEN CONFLICT WAS CLRED, I INQUIRED WHAT HAPPENED. ATC SAID WASHINGTON DEP CTL WAS LATE IN THEIR HDOF TO DULLES DEP CTL HENCE THE LATE TURN AND SUBSEQUENT CONFLICT. WE WERE TOLD WE (PLTS) WERE NOT AT FAULT.
