Last NOTAM received runway lights 8-26 available step 3. At XA10 local advised runway lights 8-26 OTS. At XB15 local executed takeoff in dusk conditions. Tower clearance received stated proceed at own discretion. Other runway was too short for required takeoff distance of approximately 4400 ft.
