Narrative:
I was cleared by ground controller to taxi from the ramp to runway 16 via taxiway delta and to hold short runway 25 at delta. I repeated back that I would taxi to runway 16 and hold short runway 25 at delta. While taxiing on delta I was changing the frequency in my 2ND radio from ATIS to tower and rolled pass the hold short line. I then picked up the controller he asked if I had copied his hold short instructions and advised me that I was past the hold short line. I told the controller that I was monitoring ground only and I was holding short runway 25 and was aware that I was past the hold short line. The controller was working both ground and tower, I could see the experimental (in position and holding on runway 25. I did not cross runway 25 and I was stopped when the controller told me to hold short runway 25. Probably if I had not been changing frequencys I would have not rolled past the hold short line but once I was past I could not back up. The pilot in the experimental had been cleared for takeoff. And right at the start of his roll he was either canceled by the controller or stopped because of the controllers conversation with me verifying that I was holding short. The pilot in the experimental braked and incurred a propeller strike.

Title: LOW TIME PVT PLT CROSSED RWY HOLD LINE CONTRARY TO TWR INSTRUCTIONS. POSSIBLY CONTRIBUTED TO OTHER ACFT DAMAGE ON ABORT.
Narrative: I WAS CLRED BY GND CTLR TO TAXI FROM THE RAMP TO RWY 16 VIA TXWY DELTA AND TO HOLD SHORT RWY 25 AT DELTA. I REPEATED BACK THAT I WOULD TAXI TO RWY 16 AND HOLD SHORT RWY 25 AT DELTA. WHILE TAXIING ON DELTA I WAS CHANGING THE FREQ IN MY 2ND RADIO FROM ATIS TO TWR AND ROLLED PASS THE HOLD SHORT LINE. I THEN PICKED UP THE CTLR HE ASKED IF I HAD COPIED HIS HOLD SHORT INSTRUCTIONS AND ADVISED ME THAT I WAS PAST THE HOLD SHORT LINE. I TOLD THE CTLR THAT I WAS MONITORING GND ONLY AND I WAS HOLDING SHORT RWY 25 AND WAS AWARE THAT I WAS PAST THE HOLD SHORT LINE. THE CTLR WAS WORKING BOTH GND AND TWR, I COULD SEE THE EXPERIMENTAL (IN POS AND HOLDING ON RWY 25. I DID NOT CROSS RWY 25 AND I WAS STOPPED WHEN THE CTLR TOLD ME TO HOLD SHORT RWY 25. PROBABLY IF I HAD NOT BEEN CHANGING FREQS I WOULD HAVE NOT ROLLED PAST THE HOLD SHORT LINE BUT ONCE I WAS PAST I COULD NOT BACK UP. THE PLT IN THE EXPERIMENTAL HAD BEEN CLRED FOR TKOF. THE PLT IN THE EXPERIMENTAL BRAKED AND INCURRED A PROP STRIKE.
